The ECU converts the TPS voltage into a percentage internally by multiplying the voltage by a factor of 25. It doesn't really have a 'WOT' threshold, but it does control things differently based on a min or max throttle percentage, and also add fuel enrichments based on TPS%. So, for a max of 3.88v, the ECU is seeing a throttle opening of 97% (3.88v * 25), which is close enough to 100% that I wouldn't worry about it too much.
